Police arrests last accused on Bulacan ghost flood control graft case

CAMP ALEJO SANTOS, Bulacan — Police operatives successfully served a warrant of arrest against Department of Public Works and Highways (DPWH) engineer Emelita Capistrano Juat, 64 years old, on Tuesday evening around 11 p.m. in Barangay Panghulo, Obando, Bulacan.

In a statement on Wednesday, SILG Juanito Victor C. Remulla said the arrest of Juat means that all accused in the graft case involving alleged “ghost” flood control projects in Bulacan are now accounted for.

Police Regional Office 3 (PRO3) confirmed that the arrest was carried out through a coordinated operation by tracker teams of the Bulacan 1st Provincial Mobile Force Company, in coordination with the Bulacan Provincial Intelligence Unit, Regional Intelligence Division PRO3, and the Obando and Pandi Municipal Police Stations.

The warrant was issued by the Sandiganbayan for Malversation of Public Funds through Falsification of Public Documents, with no bail recommended.

The surrender of the accused was successfully facilitated with the assistance of her private legal counsel.

Brig. Gen. Ponce Rogelio I. Peñones Jr., Regional Director of PRO3, emphasized the Region’s commitment to the rule of law and accountability.

“The service of this warrant underscores our firm resolve to enforce court orders and ensure that those facing charges are brought before the proper authorities,” Gen. Peñones Jr said. (UnliNews Online)
