CITY OF MALOLOS — In a decisive move to bridge the gap between law enforcement and the communities they protect, the Bulacan Police Provincial Office (BPPO) recently spearheaded the cascading of the Community and Service-Oriented Policing (CSOP) system and the formal deputation of Local Chief Executives (LCEs) at the Hiyas ng Bulacan Convention Center in this city.
This initiative transforms the traditional “top-down” approach to policing into a unified front where mayors and governors are not just bystanders, but primary architects of peace and order. By formalizing this partnership, the BPPO ensures that every police operation is deeply rooted in the specific needs and nuances of the local municipalities they serve.
In a message delivered by NAPOLCOM Regional Director Evangeline R. Almirante, Commissioner Rafael Vicente R. Calinisan clarified that the deputation of local leaders is a profound legal entrustment rather than a mere formality.
“As deputies of the National Police Commission, our Local Chief Executives are the government’s principal leaders in ensuring effective policing within their jurisdictions,” Comm. Calinisan said.
He noted that the police do not operate in isolation but instead function within the strategic direction set by local leadership, placing the security of the province directly under the stewardship of its elected officials.
Local chief executives are expected to provide strategic direction for pubic safety, mobilize barangays and local agencies, integrate safety initiatives into development plans and budgets, and ensure accountability within the police force.
Governor Daniel R. Fernando, represented by Chief-of-Staff Atty. Nikki Manuel Coronel, highlighted that the success of this collaboration hinges entirely on the relationship between the government and the governed.
“Kapag ang pamamahala ay nakabatay sa pananagutan, pagiging bukas, at mahigpit na pagsunod sa batas, kusang sumusunod ang tiwala ng taumbayan. At kung may tiwala ang mamamayan, higit na nagiging epektibo ang pagpapatupad ng batas at pagpapanatili ng kaayusan,” as he emphasized the power of transparency in building a safer province.
Further, the seminar proper covered the Deputation of Local Chief Executives, discussed by Dir. Arlene Castro-Co, Deputy Executive Director of NAPOLCOM, and the Community and Service-Oriented Policing and salient provisions of the CSOP Memorandum of Agreement, presented by Atty. Rominagrace A. Yadao, Provincial Officer of NAPOLCOM Bulacan.
An open forum allowed participants to raise concerns and clarify roles, followed by the distribution of certificates led by Dir. Evangeline R. Almirante, Regional Director of NAPOLCOM Regional Office III, and Atty. Yadao.
