CITY OF MALOLOS — The Commission on Population and Development (CPD) Region 3 commended the Province of Bulacan for achieving the distinction of Best Implementor for Population and Development Integration during The Outstanding Population Structure (TOPS) Regional Awards held at the Sacop Ephatha Development Center, City of San Fernando, Pampanga, recently.
This prestigious accolade serves as a powerful testament to the province’s unwavering dedication and the effective implementation of its population and development programs.
Several local government units (LGUs) across Bulacan also secured top honors for their outstanding performances, led by the City of Malolos, which was named Best Implementor for the Adolescent Health and Development (AHD) Program and placed 3rd overall in TOPS 2025 (city level).
Both the City of Meycauayan and the Municipality of San Miguel earned recognition as Best Implementors in Responsible Parenthood and Family Planning for their exemplary service delivery.
The Municipality of Guiguinto further bolstered the province’s sweep by being named Best Implementor for Population and Development Integration.
Acknowledging the broad participation across the province, the Municipality of Bustos was also celebrated as a nominee for its active commitment to these initiatives.
Governor Daniel R. Fernando expressed his sincere appreciation for the honors, emphasizing that the awards reflect the unity, dedication, and shared vision of all Bulacan LGUs.
“Mananatili po kaming matatag habang patuloy kaming nakikipagtulungan sa lokal na pamahalaan upang higit pang mapagbuti ang mga programa at matugunan ang mga pangangailangan ng ating komunidad,” Fernando stated.
Established in 2020, the Outstanding Population Structure (TOPS) Awards is an annual event conducted by CPD Region 3 to honor the hard work and best practices of local population structures at the provincial, city, and municipal levels. This awards program highlights the critical role of local leadership in advancing population and development as a cornerstone of socio-economic progress within their respective localities.
