TARLAC CITY — Residents of Concepcion now have improved access to government services with the completion of the P187.6-million Municipal Government Center in Barangay Alfonso, implemented by the Department of Public Works and Highways (DPWH) – Tarlac 2nd District Engineering Office (DEO).
Developed through a joint effort between the Tarlac Provincial Government, the Local Government of Concepcion, and DPWH – Tarlac 2nd DEO, the project began in 2023 with funding from both the national government and local sources, enabling phased implementation until its completion in 2024.

District Engineer Edward Ricardo Ramos stated that P39.6 million released through their office that year funded the construction of the main municipal hall’s structural foundation and earthworks, laying the groundwork for the entire facility.
“While the provincial and local governments developed various structures within the complex, DPWH was tasked with constructing the main municipal hall in phases until its completion in 2024,” he emphasized.
Ramos also noted that in 2024, site development—including parking areas, a roadway, a perimeter fence, and a drainage system—cost P49.5 million, while the remaining funds covered architectural finishes such as cladding, doors, windows, tiling, and electrical systems.
“The new government center provides a modern, accessible space for delivering public services, with facilities designed to create a functional and user-friendly environment for both government employees and the public,” he said.
The municipal complex sits on a 19,996.048-square-meter lot near residential areas and the town center, ensuring convenient access to government offices and public services while allowing space for future expansions.
