From October 7, 2020, to November 1, 2021, then De Leon was appointed top cop of Central Luzon wherein one of his priorities apart from the maintenance of peace and order in the region was to find ways to permanently resolve the band-aid solution for the perennial problem of floodings inside Camp Olivas thru the improvement of drainage canal and road network. Aside from this, several camp infrastructures were also constructed made possible with the support of Representative Hon. Jorge Bustos thru the funding of PATROL Partylist.

During his speech, De Leon recounted his memories of his assignment at PRO3 where he served as Regional Director for more than a year. He also thanked the men and women of PRO3 for their excellent job as he motivates all PNP personnel to be an inspiration to others.

The general also expressed his gratitude to all stakeholders, advocacy groups, and the local chief executives for their continuous support to the PNP.

He is set to retire on May 7, 2023.

Meanwhile, PRO3 Director Brig. Gen. Jose S. Hidalgo Jr. said that the regional office is fortunate and honored to be visited by Major Gen.
