P330-M worth ng flood control projects sa Bulacan, flagged ng COA

CITY OF MALOLOS — Apat pang proyekto ng flood control sa Bulacan na may halagang P330 million pesos ang flagged ng Commission on Audit dahil sa irregularities nito dulot ng mga natagpuang ghost structures, unauthorized project relocations, and unsupported claims of completion.

Inanunsyo ng Commission on Audit (COA) na nakapag-file na sila ng apat na fraud audit reports (FARs) sa Independent Commission for Infrastructure, involving projects under the DPWH Bulacan 1st District Engineering Office, with a total cost of P330,512,956.97.

Below is the list of projects along with their respective contractors and contract amounts:

Wawao Builders – Construction of riverbank protection structure at Barangay Calero, Malolos City, Bulacan (P77,197,885.27)
Wawao Builders – Construction of riverbank protection structure at Barangay Malis (Phase III), Guiguinto, Bulacan (P98,999,939.04)

Wawao Builders – Construction of flood mitigation structure along Bulusan, Calumpit, Bulacan (P77,199,991.76)

Wawao Builders – Construction of riverbank protection structure at Barangay Namayan, Malolos City, Bulacan (P77,115,140.90)
COA said all four flood control projects involved “ghost” structures that were never built at approved sites, unauthorized relocations without proper documentation, and major gaps in key supporting documents.

On the other hand, the commission revealed that the following individuals should be held liable for the four anomalous Bulacan flood-control projects:

Henry Alcantara, Brice Ericson Hernandez, Ernesto Galang, Jaypee Mendoz, Paul Jayson Duya, Jolo Mari Tayao, Lemuel Ephraim Roque, Sheena Bernadette Morales, Jaime Hernandez, Lorenzo Pagtalunan, Emelita Morales, Paycee Nicole Dimaano, Isiah Lor Galang and Mark Lester Castro.
