CAMP OLIVAS, City of San Fernando, Pampanga – Police Regional Office 3 (PRO3) opened the month of November with a major breakthrough after all individuals listed as Top Regional Most Wanted Persons (MWPs) were arrested in a rapid series of operations from November 1 to 4, marking one of the fastest manhunts concluded in Central Luzon this year.
According to PRO3, tracker teams operating across the region successfully located every target on the list, demonstrating strong coordination, intelligence work, and swift police action.
The early success set the tone for PRO3’s month-long performance. From November 1 to 30, the regional office conducted 724 anti-drug operations, resulting in the arrest of 1,077 drug personalities and the confiscation of illegal drugs valued at P25,304,232.98. The bulk of the haul came from 3,676.116 grams of shabu worth P24,997,588.80, along with 1,390.774 grams of marijuana valued at P166,892.88.
PRO3 also recorded strong gains in its campaign against wanted persons with 655 arrests logged in November—468 Other Wanted Persons and 187 Most Wanted Persons—with Nueva Ecija, Bulacan, and Pampanga contributing the highest numbers. In addition, the region accounted for 266 firearms through confiscations, captures, and voluntary surrenders under its intensified campaign against loose firearms, which also led to the arrest of 140 individuals and the filing of 138 cases in court.
In line with its commitment to professionalism and integrity, PRO3 also intensified its internal cleansing efforts, resulting in the dismissal of 17 personnel, the suspension of 14, and the demotion of 5 for various administrative offenses. The regional office emphasized that internal cleansing remains a non-negotiable pillar of its security and service agenda.
Regional Director PBGEN Ponce Rogelio I. Peñones Jr. praised the operating teams for their early and sustained accomplishments throughout the month.
“The arrest of all Regional MWPs in the first four days and the strong performance that followed show the dedication of our personnel in pursuing peace and order. Hindi natin titigilan ang kriminalidad at hindi natin hahayaang maghasik ng takot ang mga nagtatago sa batas. At the same time, our intensified internal cleansing shows that we demand the same accountability from within our ranks, ” RD Peñones Jr said.
He added that the region’s accomplishments reflect PRO3’s adherence to the PNP Focused Agenda and the 3Ps Strategic Direction—Protect the People, Pursue Peace and Order, and Promote Professionalism—all geared toward delivering Serbisyong Mabilis, Tapat at Nararamdaman to the people of Central Luzon.
