CAMP OLIVAS, Pampanga — Police Regional Office 3 formally ushered in a new chapter of leadership at the Tarlac Police Provincial Office (TPPO) during the Turnover of Office Ceremony held on Tuesday (June 16) at the Patrol Hall, Multi-Purpose Building, Camp General Francisco S. Macabulos, Tarlac City.
The ceremony, presided over by P/Brig. Gen. Jess B. Mendez, Regional Director of PRO3, marked the formal turnover of command from outgoing Provincial Director PCol. Joel L. Mendoza to incoming Officer-in-Charge PCol. Harry R. Lorenzo III, a distinguished member of PNPA Class 2002 “Sinaglaya.”
The event was attended by PRO3 officials led by PCol. Angel L. Garcillano, Deputy Regional Director for Operations, members of the Regional Staff, local government officials, retired police officers, provincial officers, Chiefs of Police, force commanders, family members, and other distinguished guests.

In his message, PBGEN Mendez expressed confidence in the leadership of PCol. Lorenzo and emphasized the importance of continuity in delivering responsive and community-centered police service.
“As we entrust the leadership of the Tarlac Police Provincial Office to PCol. Harry R. Lorenzo III, we do so with full confidence in his competence, integrity, and commitment to public service. I am confident that under his stewardship, TPPO will continue to build on its accomplishments and further strengthen its partnership with the community in maintaining peace, order, and public safety,” PBGEN Mendez said.
The Regional Director also extended his appreciation to PCOL Mendoza for his dedicated service and contributions to the province during his tenure as Provincial Director.
