CAMP OLIVAS, Pampanga — Police Regional Office 3 (PRO3), under the leadership of Regional Director P/Brig. Gen. Jess B. Mendez, officially launched the JBM Patrol System to strengthening community-based policing and proactive crime prevention across Central Luzon on Wednesday (Aug. 12) at the Angeles City Police Office Covered Court in Barangay Sto. Domingo, Angeles City.
The Joint Police and Barangay Peacekeeping Action Teams Mobilization Toward Crime Prevention and Detection in Central Luzon, or JBM Patrol System, brings together police personnel, Barangay Peacekeeping Action Teams (BPATs), barangay officials, local government units, the Department of the Interior and Local Government, and other community partners.
Anchored on the PNP Focused Agenda of Chief, PNP P/Gen. Jose Melencio C. Nartatez Jr., the initiative supports the PNP’s continuing push for responsive police service, stronger community engagement, and effective crime prevention at the grassroots level.
Mendez emphasized that patrol is the backbone of the PNP. It is where police presence becomes most visible and where officers have direct contact with the people they serve. Through joint patrols, timely information-sharing, and closer coordination with barangays, potential peace and order concerns can be identified and addressed before they escalate.
Mendez, however, the initiative is not simply about putting more personnel on the streets. It is about making every patrol purposeful and strengthening the trust between the police and the community.
“I want our people to see their police, know their police, and trust their police,” Mendez said.
Under the JBM Patrol System, police personnel and BPAT members will work side by side to strengthen patrol coverage, share timely information, identify areas that need attention, and respond quickly to community concerns.
Mendez stressed that the success of the initiative will not be measured by the number of patrols conducted alone, but by what those patrols accomplish—crimes prevented, communities kept safe, and public trust strengthened.
Through the JBM Patrol System, PRO3 continues to translate the PNP Focused Agenda into concrete action on the ground by bringing the police closer to the communities they serve. (UnliNews Online)
