CAMP OLIVAS, Pampanga — Police Regional Office 3 (PRO3) has intensified its manhunt for wanted persons across Central Luzon, resulting in the tracking down of 13 foreign nationals with standing warrants of arrest, as authorities step up efforts to locate fugitives and bring them before the courts.
The operation forms part of PRO3’s continuing campaign against wanted persons and its efforts to strengthen public safety by ensuring that individuals facing criminal charges are held accountable through the proper legal process.
From February 24 to September 28, 2026, PRO3 arrested 13 foreign nationals with warrants of arrest in different parts of the region. Records showed four arrests in Angeles City; two each in Bulacan, Zambales, and Olongapo City; and one each in Nueva Ecija, Pampanga, and Tarlac.
The warrants involved cases of rape, frustrated homicide, qualified theft, violations of RA 9262, attempted kidnapping, BP 22, RA 11930, physical injuries, and unjust vexation.
The period covered began on February 24, 2026, when P/Brig. Gen. Jess B. Mendez assumed as Regional Director of PRO3.
Mendez said the operations are part of the police responsibility to enforce valid warrants fairly and consistently, regardless of nationality.
“Our laws apply equally to everyone. If there is a valid warrant, we will act on it and bring the person before the proper court. At the same time, the Unified 911 system gives the public a faster and more direct way to reach us during emergencies and report situations that require immediate police action. Timely information from the community helps us respond faster and act where we are needed most,” Mendez stated.
He added that sustained operations against wanted persons also help strengthen public confidence by showing communities that outstanding warrants and information received by authorities are being acted upon.
The campaign is aligned with the PNP Focused Agenda of Chief, PNP P/Gen. Jose Melencio C. Nartatez Jr., particularly Enhanced Managing Police Operations, which emphasizes smarter, faster, and more responsive police action, along with stronger community participation in maintaining peace and security.
