CAMP OLIVAS, Pampanga — In anticipation of the expected landfall of Typhoon “Uwan,” the Police Regional Office 3 (PRO3) under the leadership of P/Brig. Gen. Ponce Rogelio I. Peñones Jr., Regional Director, conducted an inspection of disaster response equipment on Saturday (Nov. 8) at the PRO3 Parade Ground, Camp Captain Julian Olivas, as part of its proactive preparedness measures.
The inspection was carried out to ensure that all search and rescue (SAR) tools, mobility assets, and communication systems are operational and ready for deployment. Among the inspected resources were rescue boats, life vests, chainsaws, generators, floodlights, first-aid kits, and radios — vital assets for humanitarian and emergency operations across Central Luzon.
“Preparedness is not just a routine; it is part of our service to the people,” said PBGEN Peñones Jr. “Every piece of equipment represents our commitment to respond swiftly and effectively, especially when lives are at stake.”

The Regional Director likewise instructed all Provincial and City Directors to coordinate closely with their respective Local Disaster Risk Reduction and Management Offices (MDRRMOs), conduct local inspections, and ensure that all response units are in a state of readiness and deployability. He also reminded all units to activate their Risk Reduction Management Task Groups, ensure the safety of their personnel’s families, maintain close coordination with LGUs, RRDMOs, NGAs, and local communities, and be prepared to conduct rescue, relief, and evacuation operations as necessary.
“Managing risk begins with readiness,” P/BGen. Peñones Jr. emphasized. “From leadership decisions to field response, preparedness must be consistent. When we anticipate, we save.”
PRO3 is also monitoring developments and stands ready to augment resources when needed.
This initiative supports the PNP Focused Agenda of Acting Chief, PNP P/Lt. Gen. Jose Melencio C. Nartatez Jr., particularly on Managing Risk at All Levels under the Enhanced Managing Police Operations (EMPO) framework, which highlights proactive disaster response, inter-agency coordination, and public safety management.
