CITY OF MALOLOS – To bring smoother services to every Bulakenyo, the Provincial Government of Bulacan held the “Building Better Public Service: Province-wide Capacity Development on RA 11032, Citizen’s Charter, Client Satisfaction Measurement, and Complaints Handling” recently at the Balagtas Hall, Hiyas ng Bulacan Convention Center.
Designed to strengthen the rollout of Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, the initiative equips local government units (LGUs) with the tools to eliminate unnecessary delays and provide clearer, more transparent public service.
Led by the Provincial Cooperative and Enterprise Development Office (PCEDO) alongside the Anti-Red Tape Authority (ARTA), the workshop gathered front-line officials from across the province including Business Permits and Licensing Officers (BPLOs), Local Economic Development and Investment Promotion Officers (LEDIPOs), and key members of the Committee on Anti-Red Tape (CART).
The capacity development program covered several key topics, including Orientation on the Salient Provisions of RA No. 11032, Guidelines on the Designation of a Committee on Anti-Red Tape, Guidelines on the Harmonized Client Satisfaction Measurement Report, Guidelines on the Implementation of the Citizen’s Charter, and Complaints Handling to help participating offices provide more efficient, transparent, and responsive services to the public.
In a message delivered by Atty. Nikki Manuel S. Coronel, Governor Daniel R. Fernando reminded public servants that real leadership is felt through action, noting that people remember how respectfully and efficiently they are served far longer than any speeches leaders give.
“Alam naman po natin na ‘yung efficiency natin sa trabaho ang [magke-create] ng trust at ng confidence sa ating mga kababayan. Kapag meron sila nito, iyan ang nag aattract ng mga business at mga investment. At ‘pag mas maraming business at investment, mas marami ang opportunities at iyon ang magpapalago ng ating lokal na ekonomiya,” Fernando said.
This hands-on training is part of Bulacan’s broader EODB Champion Program that was established via Provincial Ordinance No. 143-2026, which actively recognizes and rewards cities and municipalities that lead the charge in citizen-centered governance, smooth investment processing, and efficient public service delivery.
