The Clark International Airport Corporation (CIAC), the aviation and land development arm of the Bases Conversion and Development Authority (BCDA), is quietly building what it calls the Clark Aviation Capital—a sprawling hub of aviation, logistics, and commerce taking shape around Clark International Airport (CRK).
The idea is simple: give Central Luzon a place where goods, people, and investment can move without friction.
It’s not flashy work. Runways, rail links, industrial lots with power and fiber already wired in—the kind of infrastructure that rarely makes headlines on its own. But it’s exactly what fast-moving, high-tech manufacturing operations look for when they’re deciding where to set up shop.
CRK’s cargo terminal already moves international and domestic freight with a straight shot to Luzon’s major expressways. More runway capacity is on the way, alongside a multi-modal hub that will link the airport directly to rail. Industrial lots inside the Clark Aviation Capital come pre-wired with utilities and digital infrastructure—built for tenants who don’t have time to wait around.
That kind of readiness is increasingly the point. As industries like semiconductors, Artificial Intelligence (AI), and critical minerals look to shore up their supply chains—efforts like the Luzon Economic Corridor and initiatives such as Pax Silica among them—the Philippines is angling to become a regional logistics hub. Clark doesn’t need to be the headline act to matter here. A functioning cargo and logistics backbone is what lets these industries move parts, equipment, and people in and out without a hitch.
For CIAC, the priority hasn’t shifted. CRK’s core business—passenger growth, route connectivity, cargo throughput—still comes first. But as Clark Aviation Capital fills in around it, the corporation says it’s ready to support the industries, tech-driven or otherwise, that need Central Luzon’s logistics chain to simply work.
