Clark strengthens role as Luzon Economic Corridor investment anchor

CLARK FREEPORT ZONE (PIA) — The Clark Freeport Zone is strengthening its role as a key investment anchor of the Luzon Economic Corridor (LEC) by leveraging connectivity, logistics capabilities, and established business ecosystem to support new investments and create more economic opportunities.

With an international airport, major road networks, telecommunication infrastructure, and global logistics operators, Clark provides businesses with direct access to suppliers, markets, and major economic centers within and outside the country.

Clark Development Corporation (CDC) President and Chief Executive Officer Agnes Devanadera said the Freeport’s more than 1,200 locators and 151,000 workers provide an established industrial and labor base that can support new and expanding investments in manufacturing, logistics, and other strategic industries.

“Connectivity and the ecosystem within Clark are among the first questions raised by investors,” the official added.

The continuing expansion of logistics infrastructure, including the 15-hectare FedEx gateway and three-hectare UPS sorting facility further enhances Clark’s capacity to support industries that require efficient movement of goods and access to domestic and international markets.

These developments support President Ferdinand R. Marcos Jr.’s economic agenda outlined in his 5th State of Nation Address (SONA), particularly his thrust to attract high-value investments, strengthen infrastructure connectivity, expand advanced manufacturing and logistics, and generate more employment opportunities.

Marcos Jr. reported in his SONA that more than ?6 trillion in investments had been facilitated through the government’s Green Lanes over the past three years, with these investments expected to generate more than 400,000 jobs.

The President also identified the LEC as a strategic platform for connecting the Philippines to global value chains, particularly in advanced manufacturing and logistics, including the planned Pax Silica Industrial Hub.

Trade and Industry Secretary Ma. Cristina Roque said government agencies are pursuing a whole-of-government approach to provide investors with predictable conditions through coordinated site selection, infrastructure alignment, talent matching, and regulatory assistance.

The LEC connects Subic, Clark, Metro Manila, and Batangas, with priority areas including logistics, energy, digital infrastructure, and advanced manufacturing, providing a framework for attracting private investments and strengthening resilient supply chains.

For Central Luzon, CDC said Clark’s established infrastructure, workforce, and business ecosystem provide a strong foundation for translating corridor investments into more economic activity, employment opportunities, and inclusive growth for surrounding communities.

These priorities and developments were discussed during the LEC roundtable discussion, which brought together officials from the CDC, Bureau of Customs, Bases Conversion and Development Authority, and the United States Embassy, ahead of the LEC Investment Forum on September 11.
