CAMP OLIVAS, Pampanga — Police Regional Office 3 (PRO3) ranked second among the country’s 18 Police Regional Offices in the Unit Performance Evaluation Rating (UPER) for the month of May 2026, posting an impressive 85.362% rating and maintaining its Very Satisfactory adjectival rating.
The accomplishment marked a significant improvement from the region’s 81.841% rating in April 2026, enabling PRO3 to climb from third to second place nationwide, a testament to the region’s intensified operational efforts and commitment to delivering responsive and effective police services to the people of Central Luzon.
The improved ranking was driven by notable accomplishments across key operational indicators. In the campaign against illegal drugs, PRO3 recorded the arrest, surrender, delisting, or neutralization during police operations of 49 out of 51 High-Value Individuals (HVIs) and 603 out of 604 Street-Level Individuals (SLIs) identified for the period.
The region likewise strengthened its campaign against wanted persons, resulting in the arrest of 112 Most Wanted Persons (MWPs) from a backlog baseline of 1,918 wanted individuals and 496 Other Wanted Persons (OWPs) against a monthly baseline of 841.
In support of the government’s anti-insurgency efforts, PRO3 accounted for the accomplishment of one Communist Terrorist Group (CTG) member with a Warrant of Arrest and one CTG member without a Warrant of Arrest.
Meanwhile, intensified operations against loose firearms resulted in the recovery of 533 firearms and the confiscation or recovery of 12 loose weapons, contributing to safer communities across the region.
PRO3 also posted strong investigative performance, particularly in the clearance of focus crimes, including 19 out of 24 murder incidents, 112 out of 114 theft incidents, 27 out of 28 physical injury cases, and a 100 percent clearance rate for carnapping of motor vehicles, successfully clearing all recorded incidents during the period.
P/Brig. Gen. Jess B. Mendez, Regional Director of PRO3, attributed the accomplishment to the dedication and professionalism of the men and women of PRO3 and their unwavering commitment to public service.

More importantly, it demonstrates our steadfast support to the PNP Focused Agenda of our Chief, PNP, PGEN Jose Melencio C. Nartatez Jr., particularly in strengthening law enforcement operations, enhancing investigative capabilities, and fostering safer and more secure communities,” P/BGen. Mendez said.
The Regional Director further emphasized that the accomplishment inspires the organization to continue improving its performance and sustain its gains in crime prevention, crime solution efficiency, and public safety initiatives.
